Introduction The prevention of HIV infections in high risk groups is a major area of D-VERDS’s Health Programme. Targeted Intervention Programme of D-VERDS supported by Assam State AIDS Control Society is one of the most effective means of controlling the spread of HIV in the community. Targeted Intervention Project has been implementing amongst persons most vulnerable to HIV/AIDS, such as female sex workers (FSWs).
It is estimated that more than 90% of HIV transmission in India is related to unprotected sexual intercourse between an infected and an uninfected individual. Most of the HIV transmission in our society occurs within groups or networks of individuals who have high levels of risk due to the multiple numbers of sexual partners.
D-VERDS targets one core composite high risk groups (HRGs) of individuals who are most at risk under core composite Targeted Intervention i.e. Female sex workers (FSWs).
The objective of Targeted Intervention Programme is to reduce the rate of transmission among the most vulnerable and marginalized population. One of the ways of controlling the disease from further spread is to carry out direct intervention programmes among these groups through multi-pronged strategies, beginning from behaviour change communication, counselling, providing health care support, treatment for STD, and creating an enabling environment that will facilitate behaviour change. Targeted Intervention is one of the most important components of the National AIDS Control Programme.
Execution of Targeted Intervention project is an important phase of the project life cycle and one of the most vital phases of the project. It is the phase where we will construct our deliverables and present them to our beneficiary and key stakeholders. This is usually the longest phase of the project life cycle and predictably the most demanding.
Project execution’s key purpose is to complete the work defined in the project management plan and to meet key project objective. During this phase our project will focus on these key processes:
To communicate and time to time informed all key stakeholders, sponsors and team members for interest of the project.
Thus, the target intervention (TI) project working for Prevention of new STI & HIV infection among “FSW” of Lakhimpur district in Assam. The project is funded by Assam State Aids Control Society and National Aids Control Organization (NACO). Under the project we are directly working with near 300 target community (FSW) in the district and we provide the following services to target community:
Provide BCC services among FSW for safe sexual practice.
Provide quality STI treatment and counselling services to target group.
Provide condoms among FSW’s.
Create enabling environment for all stakeholders of TI project.
Develop capacity of peer educator & core group communities to address the risk behaviour.
Mobilize core group community for ownership development for the TI project.
Now that we’ve covered that, what can program and project managers do to help their organizations close those gaps and add value for improvement of the whole system. For the purpose of implementation strategy to execute the objectives outlined in the strategic plan, we define how we implement each aspect from funding and personal to organization and deliverables. Therefore, without an implementation strategy, it can be difficult to identify how we will achieve each of our stated goals and objectives. So, strategy is the overarching plan to move the TI project and act of putting the activities into place utilizing resources within the project.
- To ensure the smooth running of the TI project through the environment modification and availability of services.
- To enhance the capacity of the HRG community through the participation at different levels in TI project.
- To implement the project through the community mobilization
- To implement the project through the better networking with the HRG (FSW)
- To motivate the FSW by creating the health related demand
